Abstract

The environment is a unity of a space consisting of objects, power, conditions and
living things including humans in it which forms a system with interrelated relationships to shape
the continuity of life and the well-being of humans and other living things. The emergence of
environmental cases that occur in each region, can not be separated from such attitudes and
behavior is nothing but the implication of the strong view of anthropocentrism, which always puts
humans and their interests as the center of everything. As a result, there has now been what has
been called an environmental crisis, such as a water crisis, clean air, extinction of animals, and so
on. In Law No. 32 of 2009 describes the Protection and Management of the Environment
(UUPPLH-2009) which was promulgated on 3 October 2009 and declared effective since
enactment. In Law No. 32 of 2009 it seems there is an intention to put more emphasis on
environmental protection, even though the word "environmental management" already contains
the meaning of utilization and at the same time environmental protection. What is the role of the
Medan City Environment Agency in maintaining water quality and controlling water pollution and
its obstacles? The role of the Medan City Environment Agency in maintaining water quality and
controlling water pollution and knowing the factors that inhibit it. The Office of the Environment
in providing sanctions has stages namely: verbal reprimands, reprimands through official letters
and finally revocation of business licenses, pollution in the city of Medan occurs due to many

should in every place of business must have a waste treatment site that has been officially checked
by the Department of the Environment. Quite a lot of inhibiting factors such as the lack of experts
in the laboratory section results in the results of samples that have been taken can only be sent to
laboratories in the Province and the lack of experts in the field of water content checking.
